Situated in the Tsebar community of Pema Gatshel, Tsebar Lhakhang is a deeply revered local temple that serves as a spiritual anchor for the surrounding agricultural villages. The temple houses historic statues, ancient Buddhist scriptures, and intricate murals depicting the Nyingma lineage of Tibetan Buddhism.

Tsebar is locally famous for its vibrant community festival (Tsebar Tshechu), which brings together villagers from surrounding hamlets. The festival is distinct for its preservation of rare folk rituals and traditional dance forms unique to the southeastern region of Bhutan.
